Saudi Arabia Opens Capital Markets to All Foreign Investors

Saudi Arabia’s Capital Market Authority (CMA) will eliminate Qualified Foreign Investor (QFI) requirements and open financial markets to all foreign investors starting February 2026.

The move reflects Saudi Arabia’s Vision 2030 to increase foreign investments and diversify its economy, with positive initial market reactions.

The Capital Market Authority will allow direct foreign investment in its Main Market, eliminating the Qualified Foreign Investor (QFI) requirement as of February 2026. This transition is part of Vision 2030.

Khalid Al-Falih, Saudi’s Minister of Investment, emphasized broader transformations during a Saudi–Japanese forum. The CMA aims to enhance market liquidity and attract international capital flows.
